Решение

Правило: say (said) не требует после себя слова «кому»: He said that… Если называем адресата (me, Ann, Helen), используем tell (told): He told me that… Если после said нужно назвать адресата — said to me.

После глагола сразу идёт придаточное, адресата нет → said.
Дальше стоит me — адресат → told («Она велела мне не брать много одежды»).
Дальше Ann — адресат → told.
После глагола сразу that, адресата нет → said.
Дальше Helen — адресат → told.
После глагола сразу придаточное, адресата нет → said.
