Решение
Глаголы мнения и сообщения (say, report, think, believe) дают два пассива.
Личная форма (a): подлежащее придаточного становится подлежащим главного предложения + is/are + V + инфинитив. Безличная (b): It + is/was + V + that + придаточное без изменений.
The police report she is in France. Действие в придаточном происходит сейчас, поэтому простой инфинитив: She is reported to be in France. Безличная: It is reported that she is in France.
Doctors think that mobile phones are dangerous. Подлежащее придаточного — mobile phones: Mobile phones are thought to be dangerous for children. Безличная: It is thought that mobile phones are dangerous for children.
They believe he has inherited a fortune. Наследство получено раньше, чем «считают», поэтому перфектный инфинитив (to have + V): He is believed to have inherited a fortune. Безличная: It is believed that he has inherited a fortune.
