Identifying (I) — придаточное необходимо для понимания, запятых нет; non-identifying (NI) — добавочная информация (имя собственное, «мой кот», «моя сестра»), выделяется запятыми. Местоимение можно опустить только в identifying-придаточном, если оно НЕ подлежащее (после него есть свой подлежащее).
Those who are caught... — who — подлежащее (за ним глагол) → I, cannot be omitted.
The play which (that) Frank and I saw — после which есть подлежащее Frank and I → I, can be omitted.
My cat, whose name is Sugar, is a Siamese — whose показывает принадлежность, кот у говорящего один → NI, cannot be omitted.
