a) Для отрицания добавляем not после have/has: has not got (hasn't got), have not got (haven't got).
b) Для вопроса ставим have/has на первое место: Has + подлежащее + got...? / Have + подлежащее + got...?
Если подлежащее — I, меняем его на you: Have you got...?
Если подлежащее — you, в вопросе оно остаётся you.
С he, she, it и существительными в единственном числе используется has; с I, you, we, they и множественным числом — have. В отрицании добавляется not (hasn't / haven't), в вопросе have/has выносится на первое место.
