Tell обычно требует прямого дополнения — лица без to: told me. В приказе tell + лицо + to-infinitive: told me to meet. В третьем, четвёртом и шестом предложениях после пропуска уже есть имя либо to me/to Peter, поэтому told туда не подходит.
